Almost-Live from National Board - Aug 2006
Our National Board Correspondent, "Rocketman", has provided the latest skinny on National Board proceedings so far.
National Commander’s Update:
1. CAP received the Summit Award from the American Society of Association Executives. Only 6 awards were given out of 250 applicants.
2. CAP received nine awards from the Southern Public Relations Federation.
3. Since June 2003, CAP lost 56674 members. The three main reasons for the leaving were:
a. Poor Leadership
b. Lack of training
c. Lack of meaningful activities and/or duty assignments
4. Many new members do not want to do the same thing for CAP that they do for a living. Units need to work with new members to encourage them to utilize their skills to benefit CAP.
5. The flurry of uniform changes should be over. There are no new additions to the TPU line planned at this time.
6. Based on input from members, a couple of National Senior Special Activities are being planned for Summer, FY07:
Powered Flight Encampment
1. Self-supporting
2. No impact to the cadet activities
3. More info available in the fall
7. The CAP Foundation is active and functioning. Donations may be made to it. Any donations earmarked for a particular unit will go to the unit. Donations not earmarked will go to CAP.
Executive Director’s Update:
1. New Level I and CPPT will be out in October.
2. SLS and CLC are also planned to be updated.
3. CAP Instructor Program is almost ready for release.
4. AEX program is being updated to include SM’s
5. Training budget has been increased by 58%
6. There are 38 NCSA’s planned for FY ’07. This includes 5 powered flight activities and2 glider.
7. Currently, there are 51 glass cockpit C182’s in the fleet. 20 more are funded for FY ’06. about 27 are funded for FY’07.
8. Wing Banker program is going forward.
CAP-USAF Update:
1. There are some new CAP-USAF staff. CAP-USAF/XO, /XOV, and /JA are new.
2. All mission critical comm. equipment has been funded by the AF for FY’06. This means the equipment will be ordered by 30 Sept and will arrive during the next year.
3. The AF is reducing its manpower by about 11%. Because of this, AETC is reducing by 12%, AU by 28%, and CAP-USAF by 25% over the next four years.
4. CAP-RAP will be changing, but the reservists will remain at the units.
5. The budget outlook, which was bleak at the Mar NB has gotten worse. All AF budget lines are being squeezed, and CAP is no exception.

Col [Amy] Courter has been selected as CAP/CV on the fourth ballot by 1 vote out of 63 cast. 2 members did not vote.

CAPR 52-16 – Changed to make milestones comprehensive (Passed). Change to apply grooming standards to cadets, regardless of uniform they wear. Exception for religious reasons. (Tabled). Grooming requirements are already in place. Amended to allow wing commander to waiver grooming requirements in individual cases.(Passed as amended)
